Kazakhstan’s New Tax Rules on Crypto Mining

The President of Kazakhstan officially signed a bill that imposes new tax regulations on crypto mining in the country.

The bold step towards combating crypto mining is based on the energy consumption rates of the crypto mines.

The newly signed bill altered the law on Taxes and Mandatory Payments to the budget.

What are the tax rules about?

The tax rates cap at 1 Kazakhstan tenge per kilowatt-hours at its lowest value. The lowest value is estimated at approximately $0.002. The tax rates are bound to increase over a certain taxation period.

An increase in the tax rates will be based on the amount of electricity consumed during the mining process. Mining firms that use renewable energy are not exempted from the new tax regulations.

Despite having the lowest tax rates, they will pay 1 tenge per Kilowatt-hours. In August 2021, Kazakhstan provided 18% of the global hash rate. The increase in hash rate production made it the second highest in the mining sector.

The mining activities in Kazakhstan were made possible by its cool climate and rich coal mines. Most crypto businesses have also set up mining farms in the region. Kazakhstan capitalized on China’s ban on mining to set up mining farms in the region.

Most companies that fled China after the ban, set up businesses in Kazakhstan. The businesses resulted in a gradual increase in mining activities in the country.

As a result of a booming economy, an energy crisis emerged.

Energy crisis in Kazakhstan

The energy crisis resulted in surging electricity prices as of November 2021. Despite the country’s efforts to keep the miners within its borders, it failed.

Therefore, most miners fled the country to set up shop in neighboring countries. Hence, there was a significant decline in the national hash rate.

After the energy crisis, Kazakhstan reviewed its plans for accommodating miners in the country. In January 2022, the country cut off the miners’ power for a month.

The purpose of the move was to ensure the country had enough power to run its operations amid the crisis.

Will legislation lower the hash rates?

In February 2022, lawmakers in Kazakhstan proposed new legislation to the members of Parliament. The new legislation was aimed at discouraging mining activities in the region.

The legislation proposed taxing crypto mining equipment. The crypto mining equipment was to be taxed in the same way as gambling machines.

In May 2022, the country tightened the rules for crypto miners. The rules forced the miners to report their energy consumption data. The data was supposed to be reported 30 days before commencing operations.

In January 2022, Kazakhstan provided 13.2% of the global hash rate. The US-ledUS led at 37.84% followed closely by China at 21.22%. The data is based on the Cambridge Bitcoin Electricity Consumption Index.

Amid the energy crisis and new regulations, Kazakhstan’s hash rate may plummet even further.
